This information lives in different tables because it is independent of each other. Plant data can exist without sales data. Sales data can exist without plant data.
Generally speaking Sales Org 1 and 2 data is stored in MVKE + a tax indicator table as it data relevant for sales orders - pricing, taxes, sales stats etc.
And Sales General Plant data is stored in MARA and MARC as it's data relevant for shipping, picking, loading - activities that take place within a plant.
However table MSTA will show you both. With Status "V", you should have 4 records for your example - 2 for plants 1010 and 1020; and 2 for sales orgs 1000/10 and 1000/20.
But you won't find a record where the plant + sales org are in the same MSTA record. That would defeat the point of having an integrated system, where a Sales Area can demand availability and product from multiple plants, and plants can supply availability and product to multiple Sales Areas.
The only constraining factor here is which plants are assigned to which sales areas, in IMG Enterprise Structure.
